Wells Beach, Maine
I went specifically to Seista Key and Sanibel Island…both were highly rated.
No shells, so I went into shops and asked about shell hunting and they laughed told me the shells they sell came from China.

I would say the problem is more limited public access not the fact there are no shells on these beaches like there used to be for the shell sealers
I find it strange that you didn’t find shells at Siesta Key and Sanibel. I visit there every year and have found beautiful shells🤷♀️
